Are you sure you opened the right version of InDesign? It’s in CC2015.
If so, go to your preferences and look for technology preview. Make sure Publish Online is enabled.
Make sure you're updated to CC 2015.2.
If you still don't see it, there are two possibilities:
(1) Go to the CC desktop app (menu bar on Mac, task bar in Windows). Click <gear> icon > Preference > General. Sign Out then sign again with your Adobe ID.
(2) You have an Enterprise account and need to talk to your IT person about changing the way you log in.
Thanks for the help. That did the trick! Restarting InDesign was necessary after setting preferences.
