The Country of the Adobe ID, payment details & store has to be same.
Due to tax reasons, it's not possible to change the country associated with an existing Adobe ID. As a workaround, you can create a new Adobe ID with the email address that is associated with your current Adobe ID. See link for instructions:

Also ,your CC membership is based from your home country so you can travel without any worries. Your access to your Creative Cloud service will not experience any interruption, plus your desktop apps will already be downloaded on your desktop for your use.

Hi, thank you for your response, however now I'm a bit confused! I received the following answer from a chat with a customer service employee (below). To clarify based on your answer and his -- in order to be able to download the software while in Germany on my device there, I just need to have purchased the software with a payment option from a US account/card that coincides with my adobe ID? But can still do the actual installation abroad? Thanks again.

The Adobe ID (country) that you register with Adobe should match with your billing details .
In case you have your card from Germany , make sure the Adobe account also has Germany as your country .
