I am having the exact same problem - the brush and eraser tools are all over the place. Turning off the aero theme didn't work.
Are you sure you turned the theme off correctly? The fancy drop shadows are gone?
This is a well known bug in CS3 which will not be fixed, and disabling the Aero theme works for everyone else, myself included.

My understanding is the issue was fixed for CS4. I blessedly remain a
user of XP, so I can't test to confirm it, though.

I went into the themes and selected Windows Vista, but it's still dragging all over the place. I think I will probably just upgrade to CS4. I remember when Adobe (Macromedia) actually used to fix bugs before they would release a new version :(

Actually, you don't need to turn off Aero completely, just for when Fireworks is running. For that,
1) go to where Fireworks is installed, usually C:\Program Files\Adobe\Adobe Fireworks CS3
2) Right-click on Fireworks.exe and select Properties
3) Select the the Compatibility tab
4) Under Compatability mode label, select the checkbox for Run this program in compatability mode for: and select Windows XP (Service Pack 2) from the drop down box.
5) Under the Settings label, check Disable desktop composition
6) Click OK.
Now, when you start up Fireworks, your system will flicker as Aero is disabled (there's a message, which you can disable), but your bitmap tools will work. When you close Fireworks, your system will flicker as Aero returns.

The post on 09/13/2008 by lallsopp claims that desktop composition does not need to be disabled, but I find that my bitmap tools do not work properly unless I do. You can try it both ways and see what works for you.
Hey, Pixlor - I think this worked! But I have to ask - did they fix this problem in FW CS4? I might just end up upgrading anyway.
I know this is supposed to have been fixed for CS4. However, there are some other problems with text that people have reported that I find are deal-breakers for me. I won't upgrade to CS4. Check the forum for the long threads about the text problems and read them.
Most of the text-shifting bugs in Fw CS4 were fixed in a later patch (10.0.3.011), so now Fireworks CS4 appears to work much better.
At least, I can confirm (for me) that the troubles with the text engine are gone. An upgrade to Fw CS4 now is recommended:)
True. I wrote that last post before there was an updater.
Upgrading is an investment and the benefits must outweigh both the risks (of new bugs) and the costs. Even though the text-handling bugs are fixed, in my case, I wouldn't use enough of the new features to justify the cost. But that's just me, and for right now.
