What version of Premiere Elements, what computer operating system, what specific disc menu theme?
Are you looking at the applied menu only in the Preview area before the burn to disc? If so, we aware that this Preview is typically not good quality.
The Preview is good for assuring that the navigation buttons are working and that the general features or OK.
What does the disc menu look like when the DVD disc is played back on your player? That is the best place to judge the quality of the end product.

I'm ussing Premiere elements 10 and my operating system is Windows 7. By disc played back ik looks hazy and olso when i burn it on de dvd, bij playing it on the disc player.

What is the video card/graphics card that your Windows 7 (assumed 64 bit) computer uses? If NVIDIA GeForce, please stop and return to the thread for a discussion on the following serious and specific known issue of Premiere Elements 10 and NVIDIA GeForce.
Also, please let us know the specific disc menu theme that you are using for this project. Please let us know if the movie portion of the DVD-VIDEO on DVD disc is also hazy like the disc menu.
