Not sure if their is a reset all settings to normal, I am using Adobe Acrobat Pro
Please let us know the exact dot version of Acrobat Pro and OS you are using.
Try to Repair Installation under Help menu and check if this helps.

I may have changed some of the settings on some of the editing tools to be
"locked" and then this problem occurred.
