Premiere Elements 14/14.1 (current version) as well as Premiere Elements 13/13.1 do not have a DV and HDV capture firewire into Premiere Elements Capture Window feature.
Have you seen the Adobe document on this (Adobe suggested workarounds included) when this was announced for 13/13.1?

Thanks for your reply. I did not know that Adobe has chosen (in its updates) to completely eliminate the DV option as a source for streaming video conversions. Since a lot of outside converters are on the market, why they decided to remove it from the PE program is not clear to me. For my purposes, it would be a lot easier to use the program to capture the video first, then edit it using the same program, instead of making it a two-stage operation.
Although the utility programs you suggested will work, and I do use PE13, I figure that I might just as well use my earlier PE10 to accomplish this (stream a TV broadcast movie directly into the program from a cable receiver, through the ADVC 300's FireWire output—then use PE13 to import the file for editing/burning.

Adobe removed this feature in 13/13.1 and current version 14/14.1, and this feature will probably not be returned in later versions. But, only Adobe decides on feature set for each of its new versions. And I am not Adobe nor do I have any insider information on such a happening.
At this time, I do not see DV and HDV capture firewire into the Premiere Elements Capture Window returning to the features in later version. Nonetheless, you could consider filing an Adobe Feature Request Bug Report Form, but not sure of outcome.
