It says question assumed answered but I don't see it and I have the same problem. I can record to the voice track but cannot play it back. I have a PC with Windows 10 and also use Premere 14. I believe I have checked all the audio settings. They are OK. Please help.

Can you post a screendump of the Audio Hardware/Settings in the Preferences.
What do you mean cannot playback,
The cti wont move over the file, or it has a flatline or the audio is too soft or.....?
Might want to up the Mic Sensitivity in the Narration dialog box before recording
Or right click on the audio file/Clip/Audio Gain and increase that or hit Normalize.

I can record to the voice track but when I play it back the CTI moves it
picks up my music and audio 1 but nothing from the Voice.. It shows it was
recorded. It will pick it up if I move it to Audio 2. I have the mic on
high sensitivity and I see it recording. The sound level is set to high
also. Below is a screen dump. I am fairly new to Premere so I hope this is
what you need.

Since you are the originator of this thread, I would like to get some details from you to help us help you with your narration volume problem.
Premiere Elements 14 on what computer operating system? Have you updated 14 to 14.1 yet using an opened project Help Menu/Updates? What microphone are you using to record your narration from the program's Narration Tool?
Based on your thread title, I am proceeding believing that your issue is with sound on the project's Voice track and not sound for the whole Timeline content. Stop and let me know if that is not true. Otherwise, please read on.
I understand that you are not getting any sound from the narration clips that you are creating on the Voice Track of the Expert workspace. Or are you working in the Quick workspace's
Record Narration bar? Please go to the Expert workspace.
a. When you are in the Expert workspace Voice, is there a slash across the speaker icon to the left of the track name Voice? If so, please click on that to remove the slash (Muting) and obtain the sound from the narration clips on the Voice track.
b. If you have been there and done that and that was not a problem, then drag your narration to Audio Track 2 or create a new higher numbered Audio Track to which you drag the narration clip. Does the narration clip have full sound on the upper number Audio Track whereas it did not on the Voice track?
c. Did you lose the sound from the Narration Tool's clips in the Voice track as your use of Voice track increased or did you never have sound in that Voice track even with one clip there?
If you did get sound for the clips when they were dragged to Audio Track 2, then do not bother with the Edit Menu/Preferences/Audio Hardware Settings Input (microphone) Output (speakers) for now since they must have been enabled if you got sound for the clips as evidenced by the Audio 2 results. For now, open a new project and determine if the problems are gone or still the same.
Many of the answers above are interdependent. We will put them together to decide what next. Any questions or need clarification on the above, please do not hesitate to ask.
When you drag the narration clip from Voice to Audio 2, do you have to lower the volume?

Hope I can answer all your questions. I am using an HP computer using
Windows 10 pro.
I am using Premere 14.1
You are correct The Voice track is the only track that won't play back. I
can record on it but when I try to listen to it the cti moves over it and
nothing from that track plays. The audio from Video 1 and Audio 1 play as
does the music from the music track. I can move my recording from the Voice
track to the Audio track 2 and it plays there fine. So the only track that
doesn't work is Voice track. I am using the expert work-space. I do not
have a slash across the Mic on the left side of the voice track. The mic I
use is an Insignia USB MICDe. It is recording fine. There is no speaker to
the left side of the voice track as you mentioned in your email, just a mic
symbol. Is that my problem?
I had voice on the voice track when I started this video but that may have
been with version 14 and then I updated to 14.1. Could that be the problem?
I will follow your advice and start an new project to see if the voice
track works on a new project.

The icon next to Voice is microphone, not speaker as written. Meant to type microphone since it was right in front of me in the opened 14/14.1 workspace. Sorry about that.
Surprised you're working on Saturday. I am rebuilding my video from scratch
and it is working correctly so far. I kept the original so if you have
anything you want me try I will be able. There definitely seems to be a
problem or others wouldn't have reported the same problem. If I can help
let me know. My video was only about 10 minutes long so I will just
rebuild it. This is a hobby of mine, I am retired, so I have the time. It
is not a job I am at.

History of Premiere Elements has often shown the vulnerability of the Narration (Voice) track when it is in heavy use with the Narration Tool...and other events also.
We hope that your problem project was one of a kind and that all will go well moving forward with other projects.
But, if it happens again, please put together and post your observations so that we can try to determine a pattern for this type of problem.
I have the same issue ... APE14 on Windows10 64bit system. The narration records properly, but will not play back audibly in the "Voice" track unless the clip gain is increased to about +64db. It plays normally without any gain boost in the clip monitor (launched by double-clicking the Voice track) or when dragged to any one of the "Audio" tracks. Meanwhile, any other sort of audio placed on the Voice track is also inaudible without boosting the clip gain. So it would appear that the problem is the Voice track itself ... either it has some internal gain setting that's set much lower than the Audio tracks, or it is somehow being attenuated by some -db factor.
