What version of Premiere Elements do you have? What computer operating system do you have?
Are you working in the Premiere Elements Editor Timeline or the Elements Organizer Slideshow Editor (aka Slideshow Builder depending on version)?
How do you intend to have others view your slideshow - on computer or on a player attached to a TV set.
Lots of considerations...Split screen, PiPs presets effects, ....others
Please consider and give details. Any questions or need clarification on the above, please do not hesitate to ask.

You can create all sorts of effect in Premiere Elements with a variety of techniques.
For starter, I would look to the motion-less and motion PiPs (Picture in Picture) presets first....you get a variety of choices. Even though they are presets, you can customize even further.
Look to the details in my article on PiPs. Look to the principles described even if you do not create the whole effect. See fx Effects/Video/Presets and scroll to the 25 and 40% PiPs with choices of slide ins and fly ins etc.
You can even insert pictures in the video.
Stay in the Expert workspace since it has many features not found in Quick workspace. But, you can see better what is happening and thus have more control over the workflow.
Please give this a try. Do not hesitate along the way if you need a back seat driver for some specific details.
