You could not perform the above mentioned functions with the Mobile app.
You would need desktop version of Acrobat to separate files.To send files through Reader DC app ,you would need Export PDF service.

Just to clarify...
To simply send a PDF document as an email attachment from the Acrobat Reader for iOS app on your iPhone/iPad, you do not need to pay for the Export PDF service.
However, to use the "Organize Pages" feature to insert/replace/delete/rotate PDF pages in the Acrobat Reader for iOS app on your iPhone/iPad, you do need to have the paid subscription to the Acrobat DC with services.
