Export Page Links in Book (.indb) to Interactive PDF

I have a series of documents with a navigation bar that has hyperlinks to each other's pages. I have placed them all in a book file (.indb). When I export the book to an interactive PDF, those hyperlinks want to open the actual InDesign file, not go to the page within the PDF. How do I fix this?

Are you sure the Link to: field is linking to a page and not to the file itself?

As prowelix suggested, check your Link To settings. It should look something like this:
