Excuse the question, but just in case, are you using the Photoshop Elements serial number instead of the Premiere Elements serial number? If not, please read on....

Apparently you viewed your purchased products in the My Orders section of your Account. If you do not find the serial number there....
Please look for and navigate to the My Products section of your Adobe Account and determine if your Adobe Premiere Elements 9 is listed. If it is, the serial number of the purchase should be there. If it is, how does it compare to what you are trying to use as serial number now.
If the same, then try again with the purchased serial number but with the antivirus and firewalls of your computer disabled during the product installation.
When you do get the product installed, please remember to the 9.0.1 Update. Typically these days the Help Menu/Updates route in 9 is not working. So, please download 9.0.1 from
