What computer operating system for your Premiere Elements 14? Have you updated 14 to 14.1 yet using an opened project's Help Menu/Updates?

after you drag the effect into your file, you can edit the effect (for Swivel and Tilt) in the Basic 3D Panel found under Applied Effects Tab/Applied Effects Palette. Please consider and then let us know if that is the effect(s) that you sought.

No Elements does not have Tilt Shift (which is not the same a swivel and tilt).
With a bit of improvisation it might be done in Elements.

correct - the answer was not what I was looking for - but I think I have found something close - you can do an effects mask and do a gaussian blur for part of the image - however, that only allows one at a time so if you want to have it on the top and bottom or left or right side, you have to save the video and work on the new one to add the second area of blurring.
anyway other workarounds will be appreciated

I know how to do this in Premiere Pro, but Elements has limited tools. So let me check.
Sorry that the Basic 3D and its tilt swivel was not what you are seeking.
Yes, Effect Mask can be done more than one at a time in a frame if you are left with the workaround that you developed.
And there is at least one Premiere Elements tilt shift version already described a while back

OK this one is for free
Add mask to top of frame and give it the Gaussian blur.
Now hold down alt and select clip in Video 2
Copy and paste it in Video 3 (superimpose)
Select the clip in video 3 and move the mask down either by selecting it with the mouse or in the Applied Effects window
Apply time stretch to all three clips.
To give it a real tilt shift effect the clip first needs to be color corrected by increasing the saturation a bit before adding the masks.
