Your question has already been answered on the Flash Pro forum.

To repeat, Adobe Animate is the rebranded Flash Professional. From the next update onwards, Flash Professional will be known as Adobe Animate CC. It will have all the capabilities of Flash Pro in addition to support for HTML5 moving forward.

Edge Animate is the HTML5-based animation tool that will continue to be available through CC, but will not be actively developed.

The problem is, without having access to the PreRelease (beta) versions of the software, it's difficult to tell whether Adobe Animate will at least have a more elegant interface and approach (like Edge Animate) than Flash used to have. Adobe already announced it won't, which would definitely be a pity. And it's also not clear how well Animate will hook up to all kinds of ad platforms. So there are still some mysteries to be revealed...
