I use Captivate 8. I have a couple of question slides i inserted just for review but I don't want them counting towards the quiz at the end as they are just for review and not to be scored. I made them "survey" questions thinking that might do the trick but when I created the final quiz it starts with question 3 of 8. Is there a way to have just review questions and have them not be scored or "count" towards the final quiz at the end of the course?
Some quizzing system variables will include all scored objects and question slides. Even though some question slides are not included in the total. I'm sorry, but you'll have to create a custom progress indicator, here is a blog post where I explained how:

It's probably cold comfort, but Captivate 9 now has a special type of quiz question called a Knowledge Check question that cannot be added to the quiz.
I realise it may not be possible but, if you're able to upgrade to Cp9, that would also fix your issue.

Upgrading to Cp9 will not automatically convert your quiz questions to Knowledge Check questions.
And as to whether there may be any other conversion issues going from Cp8 to Cp9 I cannot categorically say.
There is an issue at present with upgrading Cp8 projects to Cp9 where conditional actions are reverting to Standard Actions, but there is a hotfix patch for Cp9 that addresses this issue (as long as you apply it to Cp9 BEFORE you upgrade any projects)..
I suggest you download the trial version of Cp9 and give it a go. If there are no issues, update.
