Adobe Acrobat on mobile devices does not support annotations on encrypted PDF files.
Adobe Acrobat Team
Oops, that's bad news.
Suppose we would drop the encryption requirement, would it then work?
Can you please respond to my other question?

If the files are not encrypted, it can work with some caveats:
For opening PDF's with Acrobat
- On iOS, we don't currently have a way for you to specifically launch Adobe Acrobat Reader. You would have to use the "open in" action to open from your app into Acrobat and the user would be presented with all PDF viewers on the system. You would have to educate them to install and use Acrobat.
- On Android, you can specify the Adobe Acrobat "intent" specifically to avoid opening other readers.
There may be some issues with saving as well. On iOS, you the user would have to copy the PDF back to your app (again using Open In). On android, the change would be visible to your app. In the future, we'd like to implement more cloud capabilities on Reader which should make this easier, but in the short-term the user will have to use open in to go back and forth between apps.
