Wasting time to lauch premiere element

Lauching adobe première élément 12.1 on windows 8.1 spend lot of time: it take more than 20 minutes instead of 30 secondes. During waiting time, neither memory, neither CPU, neither hard drive, is working (see snapshoot)

same problem for the step "add media"

What does it wait to load programm?

How can we reduce wasting time?

The snapshot is not working ( you can also use the camera icon in the reply window)

          add snapshot.png

Have you tried to run it as Administrator (rightclick on desktop icon) or reinstalling the program?
