Does the computer with Premiere Elements 10 use a NVIDIA GeForce video card/graphics card? Is your video card/graphics card on an automatic updating schedule?
If so, that is the important factor. Please see the following and then we will discuss this further.

I am not technical so wasn’t sure how to find out about the graphics card. Had a look in control panel and devices and see I have a Mobile Intel (R) 965 Express Chipset family device which seems to be a graphics card but am not sure. Is it, or do I need to look somewhere else?

Thanks for the follow up with the good news that your Premiere Elements 10 is not installed on a computer that uses a NVIDIA GeForce video card/graphics card. So, we can rule that factor out of the troubleshooting equation.

1. Latest version of QuickTime 7 installed on your computer with Premiere Elements 10?
2. Running programs as administrator (from user account with administrative privileges.). Also, right click of 10's desktop icon, select and apply Run As Administrator?
3. Video card/graphics card up to date according to web site of manufacturer of the card?
4. Windows Updates up to date as well as computer optimized?
5. Are you getting an error messages from the program?
Depending on your details, you might want to go for the uninstall, free ccleaner run through (regular and registry cleaner parts), and then reinstall with antivirus and firewalls disabled?
Do you have the installation disk or installation files as well as the purchased serial number?
