I'm not having that problem with Photoshop CC 2015 and InDesign CC 2015.2. See below.
Make sure you're updated to InDesign CC 2015.2. Try restoring your InDesign preferences:
However due to another issue on my mac I have literally this week doen a fresh and clean install of OSX/CC on my mac. Preferences are not the issue as it was apparent from the get go. I am running latest everything

What is the file format of the image in Photoshop? What version of Photoshop? Is InDesign updated to InDesign CC 2015.2?

As detailed I am on the latest versions of everything.
It does not matter what format I use any image I drag to the CC library with a transparent back ground does this. However to explain I opened a JPG image, selected the white back ground and deleted it to leave just the image part I wanted. I then select this and drag it to CC library,
I've spent quite a bit of time working with CC libraries. In fact, I'm in the middle of writing an article about them. I've never observed that problem. Let's see if anyone else can confirm it.
I'd still restore your InDesign preferences even though you're convinced that it's not necessary, just to eliminate that as a possibility. I'd also try saving your InDesign file as an IDML (File > Save As > InDesign CS4 or later - IDML) to eliminate the possibility of corruption in the InDesign file. Both of those are standard troubleshooting steps.
