    States or ViewStacks?

I'm new to Flex and I am trying to create an application that will have multiple "pages". So therefore, I will probably need to use the ViewStack container to hold the multiple views. However, on each view, there will be buttons that will create a pop-up panel that gives the user options. I currently have one page with buttons and popup panels that work just fine - but I am using States to accomplish this.

From what I understand - and correct me if I'm wrong - States should be used for small changes and additions of components on one view, and ViewStack should be used if you are changing controls entirely on each view. It seems that I will need the functionality of both at the same time.

Is it possible to use States within ViewStacks? Or am I going about this the wrong way?
