saving my png with hotspots into working HTML page

I have a PNG file with buttons (a navigation bar design). They are symbolic buttons. When I do into PREVIEW...when I am over the buttons it doesn't change to what I declared in STATE 2. Nothing happens. I can highlite a button and check the STATEs (1 and 2)...they work. BUT when PREVIEWING...zilch...nothing happens/changes.

Possibly related...when I try to EXPORT I have a the following on the window:

      HTML and Images
      Export HTML file
      Export Slices
      the boxes check:
      Include Areas without slices
Put Images in Subfolder (I created the subfolder)
CURRENT STATE ONLY is checked and GREYED out...how do I uncheck that?

God I am sorry I deleted IMAGEREADY!

There might be some issues with your file. A link to your PNG file would
          be helpful.

I created a button symbol and the rollover effect works in both Preview
mode and in Preview in browser.

Are you indeed using "button symbols"? If you are using basic graphic
symbols, you will need to add the interactivity by applying a slice and
          choosing the simple rollover behavior.

In regards to FW html (much like IR html) you would be generating a
rigid table based layout, when you choose HTML and Images. This is fine
for prototyping but not recommended as a final production web page.

If your only concern is to export the states of the graphics, and build
the page in DW or another web page editor, you need only export as
Images only and apply the rollover effects using your web editor.
