Error 204 indicates you either have insufficient disk space or the current User account is unable to write to the temporary directory.
You may want to review Error downloading Creative Cloud applications - http://helpx.adobe.com/creative-cloud/kb/error-downloading-cc-apps.html. It could be that a software firewall or other configuration is leading to the file permission failure.
