The cause of the crash is graphics card drivers dll file.
Would suggest you to update graphics card drivers and that should help.
is there just a way to re-select the destination for the catalog?
I am pretty sure the graphic card drivers are updated
The crash is not for regarding the destination of the catalog.
As soon as you launch Lightroom, it tries to read the graphics card drivers file which it is not able to and that is why it is crashing.
You should check and make sure regarding the graphics card drivers update and then, you will be able to choose destination at Lightroom launch.
Alternatively, you can manually go to the location : C:\Windows\system32\ > Rename ig7icd64.dll to ig7icd64-old.dll
and then, launch Lightroom.
