Whitespace handling in IDML is... strange to say the least.
Use the </Br> element to specify the paragraph break.
The easiest way to find out why it is not working is to export the corrected text from indesign as an IDML and study it.

The exported text also puts each paragraph into content tags:

Things to note that i learned the hard way:
If the </Br> tag is inside a <content> tag it will act like a line-break, but if it is outside it will act like a paragraph break.
Tabs inside the <ontent> tag will appear in indesign.
To keep things simple it's best to keep each paragraph inside it's own <ParagraphStyleRange>
Once formatting is applied, it keeps going until you specifically reset it.

So far we had not gotten into needing varied styles. But when we do this piece of info will be critical...
