Yes, this started happening after the CC2015.4 update.
Operating system is Windows 7 (64-bit)
I checked and "Use graphics processor" was not checked (therefore I could not uncheck it).

Right click on the Lightroom icon and choose run as administrator and then, check if it works well.
If that does not help, launch Lightroom with the Alt key pressed and choose to create a new catalog and test with that.
When I start LR as administrator, it launches without opening my catalog (0 images in catalog).
When I started with the Alt key and created a test catalog, the issue was the same. LR stalled after launching.
If it is coming up without being stalled by choosing run as administrator, you can go to File menu > Open Recent > choose your main catalog > relaunch
When I choose run as administrator, LR launches without any catalog. When I look at File menu > Open Recent, LR shows only one catalog, which is shown as being checked.
Just to be clear, when I launch LR without choosing run as administrator, the application launches normally and I see the normal screen, images from my catalog, etc. It is only when I try to start working in LR by changing the selected image or going into the Develop module (or any other action) that the stall happens.

This seems to be a permissions issue.
When you choose run as administrator, it is taking you to the default empty catalog which does not have any images in it.
Try to import a few images for test in that empty catalog and check if you experience the same issue.

When I run as administer, LR opened initially with the default catalog name (which is my main catalog--I have never changed from the default name).
I created a new test catalog and imported a few images. I did not have the problem with LR CC stalling.
I exited the application
I launched LR (not as administrator). I came up with my original catalog (the default catalog name) with all 50,000+ images. It stalled after launching, as it has been doing.
I launched LR as administrator. It launched with the new test catalog. I asked LR to switch to my normal catalog (default filename). It re-launched and had no images in the catalog.
Prior to the update to LR 2015.4 I did not have this problem, and I did not have to launch LR as an administrator.

Would suggest you to launch the new catalog that you created then, go to File > Import from another catalog > choose your main catalog > Import all the data from it.
I launched LR as an administrator
When I tried to import from my main catalog as you suggested (the default-named catalog, "Lightroom Catalog"), LR gives me the following error message:
Lightroom cannot import from this catalog
The catalog does not appear to be a valid Lightroom catalog
If I try to do the same operation again, Lightroom says that I can't import from the open catalog.
However, if I launch without administrator privileges, LR opens this catalog without any issues.
I did not get the last step you did.
You had to open the new catalog and choose Import from Another Catalog to import content from your main catalog.
In the last step I did, I was attempting to follow the instructions in your previous e-mail. You wrote:

When I tried to do this, it gave me the error message I reported.
Launch Lightroom directly so that it would open your main catalog with all edits, then go to Lightroom Preferences > File handling > increase the camera raw cache to higher end (may be around 50 or 60GB) and then, check if it works well without stalling.
