Is the language actually set to Russian? That's a character-level attribute. The dictionary settings in the Preferences are only there for choosing the dictionary vendor when more than one dictionary is installed, they don't set or affect the language assigned to text.

The Russian is set in the Preferences.
But when I mark the text and choose right drop-down menu, it shows English:USA.
When I choose the Dynamic Spelling, its underlined all the words in the text.
Is it another place where I should set the language? Where else I should check it?
Select your text and set the language to Russian.
Using paragraph styles will save you huge amounts of work.
In the style's options, set the language under Advanced character formats.

Make sure to use paragraph styles for everything - headings, body text, footnotes, etc.
That way you can very easily change the formatting of your text - for instance change all your body text from 10 to 10.5 point by editing the style.
