First, update to Preview 3: choose Help > Updates... or use the Adobe Creative Cloud app to update After Effects to the latest version.
also adobe application manager is not showing any update for Ch

That error message mentions a missing file: C:\Program Files\Adobe\Adobe Character Animator (Preview)\Support Files\Runtime\shared\adobe\apd\nml\nml_include.js
Can you confirm if you have that file?
If not, something might've happened during installation, and we can try doing a reinstall, as follows:
- Quit Character Animator and After Effects CC 2015.
- Uninstall After Effects CC 2015. This also uninstalls Character Animator.
- Look in the C:\Program Files\Adobe folder to confirm that the "Adobe Character Animator (Preview)" folder doesn't exist.
- Restart your machine.
- Reinstall After Effects CC 2015, which also installs Character Animator Preview 3.
- Check that the C:\Program Files\Adobe\Adobe Character Animator (Preview)\Support Files\Runtime\shared\adobe\apd\nml\nml_include.js file exists.

inside nml folder is only src inside which there is a 4 files(math, build, event, behaviourutiles.js)(3folders ,1j.s file).

Just to confirm, you don't see an nml_include.js file in that nml folder? Have you tried temporarily turning off any background virus checking and backup programs before doing the installation of After Effects and during the initial launch of Character Animator? I just want to make sure that nml_include.js file and others are getting installed properly. For example, if you right-click the nml folder and choose Properties, it should indicate it contains 69 Files, 5 Folders for Preview 3.

How are you reinstalling without the Creative Cloud application automatically updating it to Preview 3? When you install After Effects (and Character Animator) via Creative Cloud application, you should always get the latest version automatically -- AE 13.7 and CH Preview 3, at this time.
So, if you install without updating, that nml_include.js file exists?
There is nothing within Character Animator to change your voice. You will need to do that processing in another application.
(only due to this error i had downloaded the AE full for offline installation without any update )

If you don't have anything running that might be trying to access those files, I'm not sure why it would get deleted after installation.
If you're willing to do another test, try the following:
- Make a copy of the C:\Program Files\Adobe\Adobe Character Animator (Preview)\Support Files\Runtime\shared\adobe\apd\ folder somewhere else, like on your desktop.
- Temporarily disable any virus checking and backup programs.
- Try updating to Preview 2 (via updater here: All Adobe CC 2015 Updates: The Direct Download Links for Windows | ProDesignTools)
- See if Character Animator Preview 2 works ok. If so, make another copy of C:\Program Files\Adobe\Adobe Character Animator (Preview)\Support Files\Runtime\shared\adobe\apd\ and place the copy somewhere, and identify it as Preview 2.
- Try updating to Preview 3.
Does Character Animator Preview 3 still work? If not, make a copy of C:\Program Files\Adobe\Adobe Character Animator (Preview)\Support Files\Runtime\shared\adobe\apd\ again, and identify it as Preview 3, and then archive all three (original Preview 1, Preview 2, and Preview 3 folders) and send me a shared link via private message.

Oh, I thought Preview 1 was working? If you double-click a puppet to open it in the Puppet panel, do you see the artwork? Is it only that you see black in the Scene panel? If you click the Background Color button in the lower-right corner of the Scene panel, do you see the background change to white, then to dark and light checkerboard patterns, or is it always black?
I think that I have the same problem. I tried changing the background color and refreshing the scene, but I keep getting an error stating "File doesn't exist" while I can find the file in the folder I placed it in. I have never moved the file's location, so I don't know why I cannot see the scene, but only the puppet before it is placed into the scene. I know it's been a while since this question started with a prior user, but I would greatly appreciate some help to get character animator working again! (Also, I this error only started once I recently updated to adobe character animator preview 4, the latest version I found in my updates list)
Is it an audio file that is referenced in the error message or an artwork file? Can you provide a specific error message?
Also, if you create a new project and import the artwork file, does it still happen?
