InDesign Won't Open Because of Insufficient Permissions

When I try to open my InDesign CC is says, "Unable to launch Adobe InDesign as you do not have sufficient permissions to access the preferences folders. Ensure that you have appropriate permissions and then restart Adobe InDesign."
I read a previous forum that suggested I go into my Library/Permissions and add the admin as a Read/Write access, etc. I've done all of that and I've restarted my computer. I've uninstalled and reinstalled InDesign. NOTHING is working.

      Hoping someone can help, please!
