I have a mosaic jpeg file where one base image is made of 400 smaller pictures. I wanted to create an animation video file where each of the 400 images be shown and zoomed out one after the other to form the base image. I was trying to look for a tutorial (Beginner's Tutorial Hopefully) that would help me create this project. Also which of Aftereffects or Premier Pro would you suggest i purchase for this sort of project?

400 photos is a lot of photos for an animation. In your example is showing 3 and 4 at a time. This can be done by animating the size and perspective of the images. Do you have access to the individual photos from the mosaic? The example has much editing of different angles to make it less boring as the same effect 400 times would be quite tedious. I would recommend you put more thought of what you desire the final video to be then break it down into workable segments. The key to success is to begin with the end in mind and be prepared to put the time in. A story board will be helpful to clarify your thoughts on how to put it together.
