OS is windows 8.1 or 7 I have tried both. Does it on both.
Flash 20.0.0.286
Chrome with auto update. FireFox did do a better job at first. Then it got worse then Chrome.
10 MPS on download speeds.
Checked and unchecked hardware acceleration. No effect.
Tired increasing the web site data. No effect.
Tried 4 different computers thinking they was to small to run Flash smoothly. No effect.
Been doing this over 2 years saving up money to get another computer to only find out it was not the problem hardware wise.
3 AMD and latest Intel I5 3.5 8gigs of ram.
Computer is dedicated to only doing videos. No other background programs installed. Just the OS and its updates. Drivers for MB
2 Different monitors. First was a plasma, second is a Vizio. Same problem
Screen resolution does not matter. Nor does play back resolution.
Hulu. Be nice to watch Hulu. The app in the TV plays Hulu fine. It is just a crappy app. Crashes alot. But the video is smooth!!!
Watching a show, when it pans it stutters, when it zooms is stutters. Watch the news. The bottom ticker stutters.
I can play a DVD, fine
Videos that are not Flash play fine.
So..... Any Thoughts would be really nice. Really really nice.

How are the computers connected to the Internet? Are you using wireless, ethernet or something else?
Hulu in particular is problematic because they don't use hardware acceleration for video. All of the video is processed on the system CPU, which can be processor intensive. You should be able to fire up task manager and see if there's CPU contention in play. If the CPU is hitting 100%, then you're experiencing CPU contention. The machine can't keep up with the processing required to render the video stream. If not, then I'd look at the network. If you're on wireless, I'd plug the thing into the router by ethernet. If the performance is still bad, plug it directly into the cable/dsl/whatever modem. If it's still bad, try a second ethernet cable just in case.
Do you have the same problem with things like 4K videos on Youtube? Those are HTML5 and should leverage hardware acceleration. Searching for 4K test video should find something reasonable. Here's one of some first-person shooter in 4K: 4K UHD Test Video - YouTube if so, what does "Stats for nerds" look like in the right-click context menu? Youtube has nice metrics.

net connection is DSL 10mps tested. Wired or wireless to computer does not matter. I have done a stand alone connection also.
The computer cpu is less then 20% More then enough to do this. 8gigs of ram on mb.
Testing your 4k youtube videos play fine. No lagging. No stuttering. I played many on there.
The stats, dropped frames 30/9034. Dash yes 248/251, Res 1920x1080

Yeah, those stats look great.
I'd like to try and reproduce it on my end. It would be great if you could give me the output of the DirectX diagnostic tool (dxdiag). It includes a detailed inventory of hardware and drivers that should help me track down a comparable machine.
The output from chrome://gpu would also be really interesting.
If you haven't tried it, the 64-bit Firefox Beta for Windows is way better than the 32-bit version, at least when you're talking about Flash Player.

The system is Ubuntu right now. I was seeing if it did better then windows.
FireFox is 44. This is a 64 bit system.
Chrome seems to do better on this system.

Yeah, we don't do hardware acceleration on NPAPI Linux at this point. We do get it on PPAPI Linux, which is why Chrome performs better. We stopped working on NPAPI Linux (aside from security patches) several years ago, so you're also getting the benefit of a few years of active Flash development on Chrome. You're at Flash Player 20 on PPAPI vs. Flash Player 11.2 on NPAPI.
