I'm sorry that you are mad at Adobe. I'm also sorry that I don't fully understand your question or have a complete answer.
You did not provide any detail about your computer, Premier Elements version or type of footage you are working with.
With little to work with, my guess as a place to start, I would create or find an image file with a transparent background and a white object where you want a block. Put that image on a video track above the primary track. If the object is moving, do some reading on motion tracking.
