I dont use organizer but there is a dropdown menu under the green cross for My Albums
On Windows 10, the Organizer 13 catalog is in ProgramData/Adobe/Elements Organizer/Catalogs.
It should be in a similar (if not the same) place on Windows 7.
Google is my friend....
I searched for elements organizer convert catalog & it came up with a page in German but when I changed de in the URL to de I got:

I went through the sequence and it appears to have converted 2 of my 3 catalogs. The third produces:
So I started Elements 13 Organizer & opened the offending catalog & clicked "repair" under Manage Catalogs & it claimed all was OK.
I clicked "Repair Anyway" & it responded that it had completed.
However PE 14 Organizer produces the same error.
I'm sorry, Mike, I'm not sure what is going on.
Got a little bit further but not much wiser. As the popup shown above shows, I entered catalog conversion errors into the Organizer Help search field.

although my case (catalog created under PE 13.1 & converting to 14.1) appears not to fall under the criteria.
Anyhow I located file pse-conversion-log_CAT-2015-1.txt in a Temp directory with content:

which isn't quite what they show to be expected in the example (no filenames).
The catalog appears to open OK under PE 13.1
So, I've given up & re-created this catalog under PE 14.1
Luckily it was the easiest of my catalogs to recreate as the content only came from two source directories.
