    Pan Zoom has no effect

I'm trying to Pan/Zoom on a SD video that actually smaller than the video frame. In the editor it looks correct in the preview and even after rendering but when I go to export it. I don't have SD option so it's "Wide" but again in the Export preview it looks correct but the file generated shows the part of the video I was trying to zoom out from. Any thoughts on what I might be doing wrong on the export. I've even tried to create a mask of sorts with titles but it still renders with the video I zoomed out of.

You have selected an Export & Share option for a 16:9 video.

          You'll need to create a custom output to output a 4:3 MP4.

Go to the Custom tab on Export & Share/Devices and click the Advanced Settings button.

Set Format to H.264 and set Basic Video Settings to 640x480 (click the unconstrain chain link if you need to). Set Frame Rate to 30, Field Order to Progressive and Aspect to Square Pixels (1.0).

When you click OK, you'll be prompted to name your new output. It will then always be available under the Custom tab.
