It's not Swedish but, based on my 13 years as moderator on this forum, I've written books for pretty much every version of the program. They're available on Amazon.com in Europe and the USA and you can learn more about them (as well as see a number of helpful, free editorials) at:
Steve's books are very good. I have two of them. Based on personal experience, they are better than what Adobe provides and worth the money.
I don't know how to get this in Swedish, but Adobe does provide a 275 page .pdf manual in English: https://helpx.adobe.com/pdf/premiere-elements_reference.pdf
I found it by selecting "User Manual" at the top of the opening page for this forum. That link took me to another page with more links. Toward the bottom left is a link for "Help Manual (PDF)". If you follow that path you may find a Swedish version but I don't know how to check.
Both Google and Microsoft have translators. It may be worth a try.
