I have a dim creative cloud icon in my tool bar on my Mac OS X 10.9.5 when I click on it I get the endless spinning sticks.

I have a dim icon to enter creative cloud in the upper right corner of my mac. I ordered the Adobe Photography plan  in Nov of '15. I only downloaded Photoshop at that time because i had Lightroom as a stand-alone product. I now want to download Lightroom through the cc-14-15 subscription plan and cannot access it to do so.  I can use Photoshop with know problems so I know that I'm signed in with Adobe. Any help?
