Yes, it normally exports. What program or service are you using to check the Title field? Which version of LR? (Do Help > System Info to get the exact version.)

I'm re-importing the photo into Lightroom to verify the Title field.
To troubleshoot what's going on:
- Triple-check that All Metadata is selected in the export settings.
- Upload a sample exported pic to Dropbox or similar, and then we can take a look in detail at the metadata.

Here's the link to the DropBox file. I tripped check that All Metadata is selected in the export settings. The Title of the photo is "31 - Nick Johnson". Anyone with the link should be able to see the file.

Looks like you deleted the file already from Dopbox. Hal's examination suggests that the Title is present in the exported file, so the issue is likely in the process of importing the file back into LR. Two possibilities:
1. The Title is present in the file but in a way not completely conforming with the standards. I'd have to see the file to rule this out.
2. You have an import metadata preset that is clearing the Title on import. It's a common mistake. In the Import window, make sure Apply During Import > Metadata is set to None and then try importing a freshly exported file. (Note that once a file has been reimported into LR with an improper metadata preset, it's Title could be cleared and that cleared Title written back to the file.)
