That was for working with ASP.NET. Dreamweaver dropped support for that in DW CS4, I think. The server behaviors have also been removed, although some people (foolishly, in my opinion) use an Adobe Add On to restore them.

Sorry, I have no idea. Although I experimented with ColdFusion briefly many years ago, it's not an area that I know much about, apart from the fact that Dreamweaver removed most of its support for CF. Adobe decided several years ago that ColdFusion development should be moved to ColdFusion Builder, much to the annoyance of Dreamweaver CF fans. I don't know if installing the deprecated server behavior add-on would restore the Applications panel for ColdFusion.
You can search for add-ons from Dreamweaver CC 2015 by going to Window > Browse Add-ons.
Cold Fusion support was dropped from DW with the release of CC 2013.
The last version to support CF was Creative Suite 6 (CS6 2012).
If you're a paying Creative Cloud subscriber, you can drop back to CS6 from your Creative Cloud Desktop App by clicking on Apps > ALL APPS, scroll down, click on PREVIOUS VERSIONS. CS6 will appear in the options list.
