Thanks for the suggestion.I tried resetting preferences and it didn't help. It is happening on my desktop and my laptop whenever I tether. Happens with two different cameras so I can rule that out too. All software is up to date.
Please follow the below steps.
Go to Lightroom Preferences from the Edit menu
Click on Performance tab
Uncheck the Graphics Processor
Restart the Lightroom

This didn't help me either. Didn't have this problem on my Mac until today. I updated CC today too. I reset preferences on Startup, no joy. Deleted the plist in the Library, no joy. But I can't move the tether bar *anywhere* on the screen - it's stuck in the middle, whether I'm on just my laptop or using the external monitor. :-(
No, this did not resolve the problem for me either.
It's extremely annoying isn't it? Same problem on my laptop and my desktop where I use two monitors. I have to grab the tethered capture bar in a certain way to be able to move it and there's a point on the screen which I cannot go higher than. Its's not a wacom tablet problem because I don't use one with my laptop.
