Try unchecking the option Preferences > Performance > Use Graphics Processor.

I've had this issue so long, that I called tech support. Ended up that my Lightroom was not updating, even though I was downloading the updates. So screenshared and they moved old preference files onto desktop (taking them out of lightroom folder), restarted and then updated preferences. Was already using the graphics processor. I saw that he unchecked the 'use splash screen'. and didn't catch the first thing adjusted, sorry or would report:
Update. Darn, still crashing after making one edit and scrolling through 3 photos in develop module.

Try unchecking the option Preferences > Performance > Use Graphics Processor. That's a frequent cause of crashes in Develop.
If you are unable to reach till that point and using Windows, then please refer the below steps.
- Go To Edit>>Preference>>Performance>>Uncheck "Use Graphics Processor" If this does not solves the issue then,
- With Lightroom closed
- Navigate to
C:\Users\YourUserName\AppData\Roaming\Adobe\Lightroom\Preferences (Where AppData is a hidden/system folder so you may need to enter the folder name directly into your Explorer address bar or enable hidden/system folders in Explorer folder view options.)
- Open the file LightroomPreferences.agprefs
- Search for the line Use autobahn=True(Press CTRL+F)
- Change it to Use Autobahn=False
Once Done save the File
