adobe animate will not install

The new Adobe Animate will not install. I get and error saying "Installation encountered an error. Please restart your system and try again. (15)" I click on more information and it just says "0 fatal errors"

I've done both a soft and hard restarts. No luck. Any ideas?

-try some steps such as changing browsers and turning off your firewall

-also flush your browser cache so you are starting with a fresh browser
