Adobe Creative Cloud not updating (at 0%), can't uninstall, other threads don't help

I have the same issue as these 2 OPs

Creative Cloud update stuck at 0% and won't uninstall!

In both threads, I see these links as the answer:

I don't understand what I have to do after clicking on the link for Windows (I have a PC). There are dozens of hyperlinks on the page, and I have no idea what to do with them. I don't know if I should click an update link for every app or is there is one for the Creative Cloud in its entirety..? I'm very confused about this and new to Adobe, so I need more detailed help.
