Same thing happened to me suddenly message came up saying serial no no longer valid. Spent ages with customer support and all I get is old product no longer supported try form or sales. Sales no use will not even sell me a serial no !
Any help from forum would be really appeciated as I need my Dreamweaver and cannot afford to rent Creative Suite.

Mac or Windows, and EXACTLY which version of the operating system?
Recent Mac AND Windows operating systems have been known to cause "odd" problems

Let me guess, you got the Windows10 Anniversary Update and everything went to hell in a hand basket, right? You're not alone.
Technically, CS4 is not certified to work with Win10. It was released in 2008 when most people still used XP or Vista. In the meantime, you can download Brackets (it's free) and runs just fine on Win10.
I have 8 websites all written in Dreamweaver and use Project7 extensions for menus, design picture displays etc. I am not a programmer and cannot write html so dont think open source software will do all I want

I understand. No, not officially. All Creative Suite is legacy now -- no longer sold, supported or updated to run on Win 10 or Mac Sierra.
If you want the latest OS to work with with your software you need Creative Cloud which gives you free upgrades for as long as you remain a subscriber. Since Win & Apple roll out new operating systems every few months, it's the only sane way to stay compatible.
Otherwise, drop back to an older OS and stick with it.
Dreamweaver is currently testing their next release -- Public Beta 2017. If you need Dreamweaver right now, you can download the Beta build and use it until it stops working. AFAIK, it works with Project Seven Extensions. But you'll need to use PVII's Extension Manager to install them.
