How do you want to edit the PDF?
while inserting text or image in a pdf page, the page will grow and becomes 2 pages, and it is not acceptable because of the existing footnotes.
I use Adobe Acrobat DC edit tool.
I want Acrobat to shrink the page accordingly.
PDF files were not meant to be edited in such a way. Go back to the original file format, edit it and then generate a new PDF file from it.
please dont write if you dont know the answer. It was not the question for beginners.
In my case I cant edit the original, as it is a scanned pdf.
Even in the MS Word, it cant automatically ajust the size of fonts to keep the page.
Adobe is best suited.
I have found a plugin for that purpose:

Too expensive and not handy.
