Make a keyframe where your current time indicator is.
Delete all of the other keyframes.
This will get you a freeze frame at the point your CTI is.

Is the offset always consistent, the same number of frames or seconds? Is it a multiple of some conversion frame rate? This is often a factor that includes some threes like 1.33 or 0.33. Do the frame rates of your source clip match precisely the frame rate of the project?
