Which version of Lightroom,Photoshop,Photoshop Elements are you using ?
You must have Photoshop CS3 10.0.1 or later installed on your computer for this feature to be available. Instructions are for Photoshop CS5.
For Photoshop Elements,Make sure that you're in the Expert edit mode to work with layers.
Thank you for your quick answer. I work with Lightroom 5.7 and Photoshop Elements 10.0 with windows 7 64-bit. What do you mean by "Expert edit mode"? In the help I didn't find anything about it. With PS, indepedently from LR, there is no problem to work with layers.
Do you have Elements Editor added as an external editor in Preferences>>External editing?
You cannot add images to layers in Elements 10 from Lightroom. The Edit in >>Open as layers is for Photoshop.

Open the images in Elements as separate images,
then drag and drop one image onto another using the 'move' tool.
This will have your images as layers.
I've already done this but it just takes more times espacially when there are many photos involved.

Thank you for your info. I've now upgrated to lightroom cc and photoshop cc and it works perfect.
