If you have a "general" account on a specific computer that is used by anyone at that computer, why would you close the account?
Anyway, as far as I know, when the account owner "leaves/cancels" that account is gone
But, since I don't work for Adobe, you might want to ask below

I just used general as an example because that's what I'm doing to share. But realistically we have people come and go and if they are the owner what happens then?
My chat with Adobe, was special, and the answer is your SOL if person leaves the cloud. So much for collaboration.
