Hi,
The installers downloaded from get.adobe.com/flashplayer are shim installers that download and install Flash Player silently in the background. These require user interaction and cannot be installed silently, or distributed via software distribution mechanisms such as Active Directory or SCCM, Apple Remote Desktop, etc.
The files available on the distribution page are for enterprise customers who want to distribute Flash Player within their organization. These can be installed without user interaction and can be distributed via software distribution mechanisms such as Active Directory, SCCM, Apple Remote Desktop, etc. Enterprise customers apply for a distribution license (usually free for most use cases) and then receive an email with a unique URL to download the files from.

So, what about silent installations keys for Flash Player for users? Basicly i can install it in silent mode..
Overall - main differences between this two apps are in the silent installation mode and in the availability of distribution via software distribution mechanisms?

Yes, the main difference is as summarized, and that a distribution license is required for software distribution.
