Interesting that yours shows. Mine does not. The library icon is pure white. You you go to use the asset, the frames are there, just not displayed in the icon.
The snapshot that you have placed for CS5 uses Library panel (created via File > New > Library) while in the snapshot for CC, you are using CC Libraries panel (open via Window > CC Libraries). The difference is that Library panel stores assets at location specified by user and CC Libraries stores asset on network.
InDesign CC supports both panels. For CC Libraries Panel(the one your are using in InDesign CC), the icon created is equivalent to what user would see in preview mode and hence you are not able to see edges (for which stroke weight is 0 pt). You can file a Feature Request for this.
As a work around to your problem, you can use Library Panel in InDesign CC(File > New > Library). Place such assets in Library Panel by dragging and dropping and you will be able to see the edges. Also, you can open your library(file with extesion as .indl) created in InDesign CS5 in InDesign CC by File > Open > Select the .indl file
Please, go ahead and update to InDesign CC to try this out and other new features.
