Had the same issue with Photoshop on 17 Feb 16 after updating on 16 Feb 16. Tech Support had to assist me with backing up my custom settings and uninstalling and reinstalling. The Tech had to assist me with updating the driver for my GPU.
After all that it seems to be working know.
This didn't work for me as there were indesign issues going on with my computer. Took me 2 1/2 hours with chat to fix the issue. They had find and completely remove all indesign files (not my work ones) and then install indesign manually. Many thanks to Adobe support!!!
