Try disabling the GPU.
Edit > Preferences > Performance, uncheck Use graphics processor.
Another possibility is that you have a defective monitor profile.
As a diagnostic tool, and as a temporary fix you can set the monitor profile to sRGB.
If this fixes the problem, you should ideally calibrate your monitor with a hardware calibrator, which will create a new, correct profile.
Press the Windows key+R, enter colorcpl, and hit Enter.
Add the sRGB profile, then set it as Default profile. See screenshot (from Windows 7) below.
