I have created a Concept Board using Indesign, When I initially set it up, I changed the background colour to black. Once completed with all my other picture and after saving, I exported to a PDF for printing purposes however when in view mode after export completed...the PDF document did not carry over the black background. Can someone please let me know what i have done wrong?

"Designing a Concept Board" is okay for InDesign, but it is not a replacement for PowerPoint. InDesign is mainly for print jobs. Since you can print on colored paper, InDesign can show you on the screen what your design will look like when printed on colored paper - but of course that color is not to be outputted! If it did, you'd get your paper color twice.
So if you actually want a background color (on white "paper" - or screen), draw a large rectangle, set its color, and send it to the back of your design. You may want to lock it, or put it on a separate layer and lock that: or, for multiple pages, you may want to put it on a Master page. With any of these methods, it does not interfere with selecting items 'on top'.
